Does VirtualBench 19.0 support the VB-8054?

Yes. NI lists the VB-8054 among supported devices. That release documents Windows 10 and LabVIEW 2016 through 2019 support.

Can every VirtualBench oscilloscope probe be used with the VB-8054?

No. NI lists CP400X, CP500X, and SP500X as fully compatible, but identifies SP200B as incompatible with the VB-8054 oscilloscope bandwidth. Consult NI's probe compatibility table before selecting a probe.
