Can all eight outputs continuously update at 1 MS/s?

Not according to NI's channel-dependent table. Eight-channel continuous generation from the local FIFO is specified at 740 kS/s per channel. The host-memory result is 769 kS/s under NI's stated test conditions and varies with system activity.

Does the PXI-6713 support an external voltage reference?

Yes. Each output channel can select an internal or external reference in software. The internal-reference range is ±10 V; the external-reference range is ±EXT REF.
