Is the PCI-7030/6040E the same as a PCI-6040E?

No. The PCI-7030/6040E combines a 7030 processor board and 6040E DAQ daughterboard. The dedicated processor runs the real-time application, so standalone PCI-6040E specifications should not automatically be treated as system-level performance specifications.
