Yes. The 18 slots comprise one system controller position and 17 peripheral or system timing positions.

Does every slot have a dedicated 1 GB/s connection?

No. Slots 7 and 8 have dedicated x4 links rated up to 1 GB/s each. Slots 9 through 14 share an x4 link; actual throughput also depends on transfer overhead and system configuration.

What should be checked when planning chassis power?

Check individual supply-rail and slot current limits, not just total power. The manual specifies 701.5 W maximum total usable power and a 699 W combined limit for the +3.3 V, +5 V, and +12 V rails.
