Does the NI-9226 sample all channels simultaneously?

No. It uses scanned sampling.

Is 0.15 °C a universal accuracy specification?

No. Typical accuracy is ±0.15 °C at 25 °C ambient for 4-wire measurements from -200 to 150 °C. High-speed mode adds 0.1 °C error.
